Loyd W. Ogle is a partner at Bergkamp, Hemphill, Ogle and McClure. Loyd manages the firm’s Des Moines branch office located in the historic East Village downtown neighborhood. He practices primarily in the areas of commercial and residential real estate and government affairs.

He was raised in Keokuk, Iowa and graduated cum laude from Coe College in Cedar Rapids in 1987, where he earned his Bachelor’s of Arts Degree with a double major in Political Science and History. Loyd was Student Body President his senior year. In 1991 he received his Juris Doctor degree from the University of Iowa, College of Law, in Iowa City. While in law school, he was an Associate Editor of the Iowa Law Review (1990-91) and interned in the Scott County Attorney’s office in Davenport. Loyd was admitted to practice law in Iowa in June of 1991. In 2003 he was awarded a Fannie Mae Foundation Fellowship and was a successful attendant of the Senior Executives in Government Program at Harvard University, Kennedy School of Government.

He is an active member of the Iowa State Bar Association (ISBA), Real Estate Section and has been a speaker on real estate, economic and community development issues, including accredited Continuing Legal Education seminars hosted by the ISBA, Drake University Law School and the Iowa University Law School.

Loyd served as the Director of the state’s Title Guaranty Division for eight years, where he is credited with modernizing its business practices and emphasizing a market based approach to delivering title services in Iowa. He actively lobbied and or was responsible for numerous bipartisan legislative initiatives, including revisions to Iowa’s Homestead and Mechanics Liens Law and passage of an Escrow Licensing bill. Prior to Title Guaranty, he was the Director of Policy and Government Affairs at the Iowa Finance Authority for five years. Loyd was an architect of several public/private partnerships, including the creation of the State and Local Housing Trust Fund program and the Iowa Council on Homelessness, where he served as the founding chair.

Loyd is a resident of Des Moines, IA. He is serving his third term as the Mayor’s appointee to the City of Des Moines, Parks and Recreation Department Board. He is the co founder of the Greater Des Moines Music Coalition (DMMC). Loyd serves on the Board of Directors and was the founding and long time President of the non- profit organization. The DMMC launched the 80/35 live music festival in 2008. Its held annually in downtown Des Moines over the Fourth of July weekend. Each year the two day event draws over 30,000 live music fans from across the Midwest.
